The Kuveran Stratocracy and a short history of Yogaz

In Short Kuvera originally expressed an meritocratic rule, then transitioned to an aristocracy after the settlings of war. With the sudden disappearance of the privileged ruling class, minarchism began to take place, eventually transitioning into a stratocracy.Definitions:
  • Aristocracy - Form of government ruled by a privileged ruling class.
  • Minarchy - Form of government that supports the existence of the state, but the only recognized institutions are the military, police forces, and courts, whose only legitimate function is the preservation of the people, and thus, the state.
  • Stratocracy - Form of government headed by military chiefs in which the state and military are considered the same entity; government positions are always occupied by commissioned officers and military leaders. Closely related to a meritocracy.
A Continent in Conflict Yogaz has been a continent of turmoil. The past 113 years of peace were preceded by wars over territories and natural resources, between 3 primary nations: Valua, Nasr, and Kuvera.

Valua, currently located in the northwestern corner of Yogaz (about 17% of the continent’s land area), is a nation founded among low mountains and deep valleys and ravines. Benefiting from a bountiful supply of minerals and metals, the Valuans employed the use of magical constructs and industrial, autonomous siege weapons.

Nasr, currently occupying the northwestern corner of Yogaz (about 21% of the continent’s land area), is a nation of deserts and savannahs. Modern Nasrians employed the use of old magics left behind from a civilization preceding modern-day Nasr, taking foes by surprise with magics never witnessed before.

Kuvera, currently holding the majority of central and southern Yogaz (about 62% of the continent’s land area), proved itself to be the stronger of the three nations. The military was able to claim new land and maintain existing territories, due to several factors: resource rich lands, abundant food supplies, and unique magical forces. Kuvera has benefited from multiple family lineages possessing powerful draconic blood that has been passed down through the ages. Additionally, a minute amount of individuals in Kuveran history have been said to control and conjure the natural elements, by undetermined means. A healthy, plentiful military bolstered by the elemental and draconic might of these special peoples, allowed Kuvera to stand dominant.

Recent Peace
Content with its reach of power in Yogaz, Kuvera did not seek any more land. Valua, unable to budge Kuveran borders, contended with Nasrian forces for some time, and lost some land in the process. Cutting its losses, Valua ceased its pressure against the other nations, effectively ending the conflicts.

The three nations decided to establish a neutral “middle” territory to allow for a regulated trade system and sharing of information, named Impartiel. This proved effective for some time in establishing positive national relations.

After the Aristocracy
Kuvera has relinquished many of its southern territories to the original native inhabitants of those lands after the aristocracy disappeared 21 years ago. While under control of the aristocracy, these territories were called the Common Lands, to appropriate the superiority of the ruling class and the inferiority of the subordinate peoples. After the dissolution of the aristocracy and the rise of the minarchist government, the Common Lands were relieved of Kuveran rule and renamed the Auta Lands in order to appropriate their independence from Kuvera. As the stratocratic government gained fuller form, an alliance was offered to the nomadic tribes of the Auta Lands; a pledge of voluntary loyalty in exchange for protection. Still bitter from former aristocratic rule, many tribes have declined the offer until recently.

Valua and Nasr have begun to adopt isolationist policies toward their neighboring nations, opting to open trade routes with nations north of the Northern Dividing Range of Kuvera. Communications have begun to stifle between nations, and a silent tension is growing in Impartiel, where members of all three nations interact with one another.

An Unknown Threat
2 years after the disappearance of the aristocracy, ghouls and revenants have been appearing in the eastern Auta Lands, increasing in number and reach in the last year. The spread of the undead across the land has been slow, and even slower to reach the ears of military leaders. The military state has attributed the presence of undead to a kind of virulent disease of undeath, corroborated by a distressing letter from the Saer’tyrk lands of the north. Unsure of how to even respond properly to the domestic threat of undead, Kuveran military leaders have chosen to not send foreign, caught up in the homeland dilemma.

Several tribes of the Auta Lands have been wiped out by this undead plague. Nearby tribes who catch word of the plague are beginning to ally themselves with the Kuveran military state for the sake of protection. As a result, more resources are being supplied to reconnaissance forces to help them explore the Auta Lands extensively, exterminate undead, and determine a definitive source of the outbreak.

Kuvera’s Lost Talent
Old Kuveran history has consistently been defined by meritocratic political systems. The founding humans of Kuvera lived amongst the dragons native to Yogaz. An ambitious people of magic and combat, the early Kuverans valued strength and virtuous individuals, creating competition amongst the themselves for ruling rights. This fascinated several of the dragons of the land, who would find entertainment in bearing witness to the competitions of the humans. A small group of powerful Kuverans transgressed the bond formed with the dragons by slaughtering some of them, coveting the power in the dragon blood. They infused their blood with the obtained dragon blood, seeking to transcend the limits of humanity to become demi-gods. Though the infusion did not yield the desire result, it did make them something else: powerful sorcerers mimicking the powers of dragons, indisputable in their strength. The dragons, rather than seeking retribution, instead chose to hide themselves from the humans in order to frustrate them in their craving for power.

As time passed, the sorcerers placed high value upon their daughters, for it is the daughters who pass on the mixed blood directly to the next generation. The mixed blood of sons who have died would be drained from their bodies and preserved for the next female in the son’s lineage so as to not directly lose the power of the mixed blood. For example, if a man with mixed blood had only male children, his blood would be preserved for his son’s wives so that it could be properly passed on to the next generation. Not all of those with mixed blood would pursue greater power; some would merely demonstrate their abilities for the sake of eligibility for authority.

The Kuverans have encountered some particularly strange and powerful individuals during their time in Yogaz. These individuals are fabled to have an intimate control over the elements of nature, and sometimes becoming like a being of elemental energy. The powers of these individuals were observed to have some strange stipulations: an individual could only control 1 type of element, a new wielder of a particular element would only appear after the previous wielder died, meaning there would usually only be one wielder of an element at a time. The Kuverans feared the power of these individuals, befriending the people groups of these individuals so as to gain valuable allies and avoid making a terrifying enemy.

When Kuvera went to war against Valua and Nasr, high military ranks were dominated by those of mixed draconic blood. They would lead infantry forces with their powerful magic into battle and triumph. In the records of key battles, it is written that some elementalists fought in favor of the Kuverans to an overwhelming victory. After the wars ended, many of those with mixed blood became lax and forgot the roots of their ancestors in practicing high forms of power, only using it as a way of status, while the others chose to live out their lives as common folk or in service to the military. This led to the fall of Kuvera’s meritocracy and the rise of its aristocracy. However, the ambitiousness of Kuverans with unmixed blood persevered, dividing the people’s perception of their superiors; lazy aristocratic rulers of mixed blood, contrasted by the ambitious and hard-working military leaders who are deserving of their position. This created some tension between the ruling class and the military heads, vying for control of the nation.

Aristocratic Ambition
The Kuveran aristocrats, remembering their ancestors’ failed attempt at demi-godhood, pursued other avenues of transcending by commissioning researchers to various assignments.

  • They first looked to the stars, searching the heavens for clues to transcending, finding a particular mysticism in the occasional blue moon. Research proceeded slowly to discover the exact nature of the blue moon.
  • Second, they tried to understand the Astral Sea, which led to curiosity in other Planes, particularly, beings of other Planes. Reminded of the historic elementalist allies, elementals and other extraplanar beings were summoned into captivity, in possession of the researchers. Random test subjects were called in under the false precept of donating blood for those in need; these test subjects had their blood infused with the essence of the extraplanar beings, unbeknownst to the subjects. Researchers waited to observe the effects of the mixed blood. Nothing had changed about the test subjects.
  • Third, they found a way to harness the energy. A bestiary was built, where creatures and animals would have this energy tested on them. Many were warped beyond recognition of their original form, while others were made into new beings.
  • Lastly, they pursued the blue moon further after making several discoveries: there exists a dormant form of magical energy, a sort of "residue" left behind after magical energy is expended; and there is a place where this dormant energy goes, beyond the Material Plane; the dormant energy slowly leaks back into the Material Plane at certain times, and the blue moon is one of those manifestations. They thought it profitable to find the place where the dormant energy goes.
The researchers felt they had found their lead on where the dormant energy goes. The aristocratic ruling class demanded to be present at the revelation of the research, so as to be the first ones to transcend mortal existence. Prying too hard, the researchers inadvertently opened a short-lived rift between the Lunar and Material Planes, causing the essence of the Lunar Plane to come flooding into the Material Plane. The release was explosive, reaching far across the Kuveran-scape, warping the existence of living things very proximate to the source with a suffusion of lunar energy, and influencing the existential composition of living things farther from the source.

Wildlife near the source have been plane-touched with lunar energy, a strange hybrid of material and lunar essence. People near the source were sucked into the Lunar Plane, including the majority of the aristocratic ruling class, researchers, and citizens within a particular radius of the source. Few individuals close to the source remained in the Material Plane, and even fewer remained unaffected by the energy release.

Most of the victims of the false blood tests were further from the source and had their very being slightly warped: people with infernally-charged blood began to partly take on the appearance of tieflings; those with mixed draconic blood began to take on some physical characteristics of the particular dragon type; people with blood charged with elemental energy could voluntarily assume a partial elemental form. Humans without any particularly unique characteristics were affected very sparsely. Some people have reported seeing certain elementalists again. The scope of the effects are so wide and varied, the military has had trouble documenting every possible case. The event was called the Confluence, representing the military’s efforts in accumulating data on the event and its aftereffects. Some ancient texts seem to allude to an event similar to this.

Searching for Lost Talent
In the military’s eyes, the draconic-blooded people of the aristocracy were one of the most valuable assets in Kuveran warfare. With the aristocracy gone, though these assets no longer exist, they can be replaced. The military has adopted an initiative to seek out individuals who were affected by the Confluence in a special manner, and are searching for the fabled elementalists.

What’s in Store
Kuvera is recovering while trying to hide it’s slightly weakened state from the eyes of its neighboring nations. With Nasr and Valua developing isolationist policies, the reports of undead in the northern regions of Feldour, as well as the undead threat in the Auta Lands, Kuvera will need the protection of gifted warriors and the elementalists in order to survive.

Alaric Haldwell, Phonamar Prado, Leon Wolcott, Graham Lourhaul, and Xater Nemidal, are a few of these individuals.

Yeesh, after writing this all out, I feel like I’ve written a cheap knock-off of the X-men or something. Need to come back to re-read and revise it all.

Alaric and Phoney pretty much wear their Elite Guard robes a lot of the time, Xater always dresses up in a tailored suit (he wants to look good if he dies in combat), Leon and Graham probably stick to their regular traveling clothes.

One thing I like is a bit of the attention to the governing politics of the lands. I think you should dig more into that.

Phoney and Graham grew up together in the same hometown.
Xater and Leon met each other during training. Xater and Leon met Phoney and Graham during training as well.
Phoney and Xater are both in the Kuveran Elite Guard, and thus, they know Alaric Haldwell in this way.
Graham runs occasional missions, staying at home and helping on the farm in between missions.
Leon is currently MIA.

Not sure how I’m going to handle Nasrian politics. It’s an empire, so it’s composed of many other nations with their own governing system.

Valua is a little more straightforward, but I haven’t developed them as much as I have Kuvera and Nasr.

I also need to figure out what that small independent nation is over in the northeast of Yogaz, that small peninsula blocked off from the Nasrian mainland by a mountain range.
