Variant Rule: Rests

Long rests do not restore all of your hit points. Long Rests restore a number of spent hit dice equal to 1/4 your level, rounded up.

New Form of Rest:
Breather. A breather is a five minute rest that grants the benefits of a short rest, but imposes a level of exhaustion upon each character that takes a rest.

Can we clarify some examples of how hit die are spent?
What if someone does not have max hp, but has not spent hit die?

I approve of the breather rest.

If they have not spent any hit dice, then they aren’t making use of their short rests, or they are just prepared for the next day as the last!

Hit Dice are spent during a short rest. You roll your class’s Hit Die sized die and add your Constitution bonus to that roll. You restore that amount of HP while resting. You can spend more dice, no dice, etc. This is in the Player’s Handbook.
